ops_go_live_review_contract

Purpose

冻结 go-live-review 复核结论 contract，让页面、CLI、Codex 都能消费同一份 bundle manifest 复核结果，而不是各自再解读一遍 artifact。

Notes

• 页面和 Codex 应优先消费这层 headline / recommended_next_steps，而不是自行拼 review 口径。
